Destiny 2 Merciless: What It Does
Merciless is an exotic fusion rifle, from the early days of Destiny 2. When it was first introduced, the weapon was a powerful one. Its unique exotic perk has the weapon fire faster and faster as you land hits on an enemy, making it perfect for doing damage to a boss. It is a fusion rifle, which typically fire slowly and do a lot of damage per shot. So, a fusion rifle that can fire much more quickly is bound to be a powerful weapon.
Merciless was a top damage contender in the first year or so of Destiny 2, but changes since then have had it fall by the wayside. In Season of the Seraph, the weapon has been updated and is performing much better than it has in years. The rate at which the fire rate increases has been upped, and the way it works is much clearer and easier to understand.
As you fire the weapon, you gain stacks of Conserve Momentum, the perk that makes the weapon faster. Getting to 15 stacks will get you to maximum speed, which you can do with just two bursts. The stacks have a five-second timer to remove the speed buff, but you can keep the time topped up by consistently doing damage. This means that so long as you have ammo for your Merciless, you can consistently fire at incredibly high speed.

Destiny 2 Merciless: How To Get
As an older exotic weapon, Merciless is one of the simpler weapons to get. There is no quest or specific steps you need to take to unlock the weapon. Merciless is acquired the old-fashioned way, with random exotic drops. If you don't have the weapon, your best bet for getting it is to play as normal. Exotic drops are rare, but Destiny 2 prioritizes awarding exotic weapons that the player does not have.
As well as hoping for exotic drops, you can buy exotic engrams from Xur each weekend. Speaking of, dealing with Xur is the only way to circumvent the random aspect of acquiring Merciless. He has a stock of exotic weapons and armour that he sells each weekend, and Merciless can be among them. Keep an eye on Xur's stock each week to grab anything you don't have, including Merciless.
