All you need to do to be able to fast travel in Super Mario RPG is progress a little while into the game until you unlock the world map. You can access the world map by pressing the + button and navigating to Map.

From there, simply select the location you want to travel to and hit A. You'll be prompted to travel to this new area, so just hit OK and you'll be on your way.

Eventually, you'll probably want to fast travel in this game. For example, you might want to head back to the Frog Coin Emporium to spend your hard-earned Frog Coins.

While it's possible to exit each area and use the map that pops up to traverse across the game's world, this is much slower than just going to the menu and fast travelling.
