It’s mined with a pickaxe, so the best tactic to making concrete fast in Minecraft is putting your pickaxe in one hand and a stack of concrete powder in the other, sit in the one-block high corner of a nearby lake or ocean and hold down both mouse click buttons (or triggers if you’re on console) until they’re all transformed into regular concrete.

But, you’re going to need concrete powder first in order to get this done.
