Authority is one of the three major Capacities in Victoria 3, which are measures of your country's overall capabilities. The Authority Capacity is used to make internal changes to your country, such as issuing decrees, managing interest groups, and collecting consumption taxes on goods.

You'll always begin with a base value of Authority, but the main way to increase it is through enacting specific laws, which reward you with a flat Authority increase or percentage increase. Generally, laws that increase the liberties of your population, such as wider distributions of voting power, will lower your Authority output, so it's worth keeping a good balance until you can get lots of Authority from other sources. Below are all the laws which increase or decrease Authority, and their output, broken down by law group.

Distribution of Power

  • Autocracy: +250 Authority
  • Oligarchy: +200 Authority
  • Landed Voting: +150 Authority
  • Wealth Voting: +100 Authority
  • Census Suffrage: +50 Authority
  • Anarchy: -50% Authority

Citizenship

  • Ethnostate: +200 Authority
  • National Supremacy: +200 Authority
  • Racial Segregation: +100 Authority
  • Cultural Exclusion: +50 Authority

Church and State

  • State Religion: +200 Authority
  • Freedom of Conscience: +100 Authority

Economic System

  • Command Economy: +25% Authority

Trade Policy

  • Isolationism: +50% Authority

Free Speech

  • Outlawed Dissent: +200 Authority
  • Censorship: +100 Authority
  • Right of Assembly: +50 Authority

Aside from increasing your Authority with laws, you can also earn it from a few other sources. Having a popular ruler will increase Authority by a flat amount, and they can also have traits, such as Political Operator, which gives your Authority a +5% boost. The Church interest group also has a group trait that's activated when they have five happiness, which gives you +10% Authority.

Lastly, some technologies from the Society Technology Tree will also provide Authority multipliers which are worth seeking out, especially when you want to enact more liberal laws for your nation. Below are the Technologies that change your Authority, along with their modifier:

  • Mass Communication: +10% Authority
  • Nationalism: +10% Authority
  • Pan-nationalism: +10% Authority
  • Political Agitation: +10% Authority
  • Mass Propaganda: +10% Authority
