The Authority Capacity is used to make internal changes to your country, such as issuing decrees, managing interest groups, and collecting consumption taxes on goods.
You'll always begin with a base value of Authority, but the main way to increase it is through enacting specific laws, which reward you with a flat Authority increase or percentage increase.
