There are Angel Statues situated all over Hyrule in Zelda: Tears of the Kingdom. Angel Statues are typically positioned in Hyrule's major cities, towns, and villages.

One of the first Angel Statues you come across, and one of the easiest to regularly venture to, is inside the Emergency Shelter at Lookout Landing. Speak with Scorpis in the center of Lookout Landing, and he will open the Emergency Shelter for you, revealing a Goddess Statue.
