You can kill Verdugo in the Resident Evil 4 Remake, although it's one of the harder bosses in the game and can require a lot of ammo, resources, and practice.

Verdugo is one of the few bosses that you don't need to kill, as you can just wait it out until the elevator arrives and leave safely. However, if you do this, you will lock yourself out of getting the treasure that Verdugo drops and the achievement for killing them.

To kill Verdugo, you will need to make use of some specific switches that can be found in the hallways where you fight them. These are marked with yellow tape and will have a green light to show they are active. 

When you press these switches, they will shoot out liquid nitrogen from above, which damages Leon and freezes the Verdugo. You can avoid this by moving away from the switch immediately after pressing it. 

The goal here is to use all four of the available switches to freeze Verdugo and damage them as much as possible with headshots when they are frozen. You can also end the boss fight early by freezing them once and shooting them with the rocket launcher. 

You will likely use all the switches before killing Verdugo, so from that point just keep creating distance and shooting them in the head over and over.

Eventually, Verdugo will die, dropping some treasure and rewarding you with the Wave Goodbye, Right Hand achievement.
