Unfortunately, you are unable to get infinite ammo for all weapons in Resident Evil 4 Remake, but the three weapons you can get the bonus for all have differing requirements.

Here are the three weapons you can get infinite ammo for in Resident Evil 4 Remake, and what you need to do to get it:

• Chicago Typewriter infinite ammo:
  • Finish the game on Professional difficulty with an A rank. Then, purchase the upgrade from the Merchant for 30 Spinels
• Handcannon infinite ammo:
  • Finish the game on Professional difficulty without using bonus weapons. Then, pick up from the Merchant.
• Rocket Launcher infinite ammo:
  • Purchase in New Game Plus for 2,000,000 Pesetas

As you can see, some of the requirements above are quite challenging. Hypothetically you could get all three done in one playthrough, but that would require some serious skill.
