Click to enlargeFirst things first, you're going to need to catch a Qwilfish. The easiest way to achieve this is to head for the Cobalt Coastlands. From the main camp that you start at, head straight out to sea.
Between the beach and the islands out in the bay, you should find yourself plenty of Qwilfish. They can be a bit tricky to nail with a Pokeball, as they don't leave the water. It can be done, but it can be made easier by sending a Pokemon into battle instead.

How To Evolve Qwilfish In Pokemon Legends Arceus: How To Evolve Into Overqwil
Click to enlargeOnce you have your Qwilfish, you first need to make sure it has the move Barb Barrage. In order to get Qwilfish ready to evolve, you need to have it perform Barb Barrage using Strong Style 20 times.
This part is fairly straightforward, you just need to head out, battle any Pokemon you see, have Qwilfish use Strong Style Barb Barrage, head back to camp when it runs low on PP, and repeat. Do this a few times and you will get the notification that Qwilfish is ready to evolve. Open your menu, head to Qwilfish and press X to get yourself an Overqwil!
