After you've collected the relevant key, you will need to head toward the Zaya Observatory area, which is roughly in the lower middle part of the map.

Head up the stairs to the first floor, and take a left. At the end of the hall, you will find a door with a white X spray-painted on the front. Use the key and then head inside to collect your loot.
As always, you will need to be careful when approaching this area as there are plenty of AI foes either on the approach to the key location or directly surrounding the key.
