There are a few ways you can solve the issue which we'll highlight below.
Enable Crossplay
Ensure that crossplay has been enabled in the settings menu, under "Account & Network". This ensures more players from every platform will have the chance to play with you.
Restart
Restart your game and when you come back on it may have sorted itself out. This works for every platform, and PC users can also try restarting Steam or Battle.net.
Check Your NAT Type
Check that your NAT type isn't listed as 'Strict'. This will mean there are fewer players you can join up with, restricting you from most of the playerbase.
Try Another Game Mode
Sometimes it may be the case that the current game mode you are trying isn't popular, so try something else to see if the issue persists. If it does carry on, one of the other fixes above should work.
