Your first encounters with Gimmighoul are likely to be in its Roaming Form, which is to say the little guy is out of the box. You find them all over Paldea, they can be found around Pokemon Centres, in towns and out in the wild, particularly found around ruins or other structures in the game.
You cannot battle or catch these Gimmighoul, the only thing you can do is interact with them and receive some Gimmighoul Coins for your effort. Once you have caught a Gimighoul and gathered 999 Gimighoul Coins, you are ready to evolve it. This part is quite simple, with those conditions met, you simply need to level up your Gimmighoul. Much like other odd evolution methods, like Pokemon that evolve with a high happiness level, the trigger is to level the Pokemon up once the requirement is met.
The Pokemon does not need to be at or above a particular level, it could be a brand-new level one Gimmighoul, it will evolve on levelling up if you have the 999 Gimighoul Coins.
