The Soused Nobleman Side Story in Octopath Traveler 2 is both started and completed in the Cropdale Tavern, and involves dealing with a rather aggressive patron of the bar.
You will inevitably notice the shouty fellow if you step inside the Tavern at night, so make sure to speak to the Tavern Assistant in order to complete the quest. The crux of what you'll need to do is to make him shut up, but he isn't exactly the most receptive to requests from other people.
The key to completing this quest is to use the various Path Actions at your disposal. In our particular instance, we used Castti's 'Soothe' Path Action which sends the receiving character to sleep, but you could potentially also use the other knockout Path Actions like Hikari's 'Challenge' or Throné's 'Ambush'.
