To get Heavy Tools, you will need to build a Trading Post so that traders from neighbouring towns can visit with their goods for you to purchase. A Trading Post is an important building to construct relatively early into the game, and is a key way for you to get rid of surplus resources and gain extra Gold. Before you can build one, you will need to upgrade your Town Centre to the second tier. 

Once the Town Centre has been upgraded and the Trading Post is up and running, you will need to wait for traders to start coming in. Throughout an in-game year, traders will come and go, and they often have wildly different wares, meaning there's no guarantee that a trader will appear with Heavy Tools. Continue to check the Trading Post each day, and after a while, there should be a merchant who deals in Heavy Tools. Due to the lack of fixed pricing, the cost of these tools can also range heavily, so it may be worth waiting a little bit longer for a trader with low prices to drop by.

 

Once you purchase the Heavy Tools, they will be equipped for your whole workforce, and you will be able to start improving your industries. They can be used to build a Grain Mill for example, which allows you to process wheat for making resources like flour, and speed up the production of your food. Essentially, without Heavy Tools you will hit a roadblock at some point and growing your town any further will become impossible, so make sure to acquire these as soon as possible.
