There aren't too many gadgets so you shouldn't have much issue unlocking them all. That said, where they really become powerful is in the upgrades.

Best gadgets to upgrade first in Spider-Man 2
Click to enlargeThe first gadget we recommend upgrading is the Web Grabber. While they are all useful, the Web Grabber gadget's ability to gather a group of enemies into a small area is really useful, as you can follow it up with abilities like Spider Barrage, Spider Rush, Venom Punch, or Venom Smash for maximum damage.
Not only should you get this gadget early, but upgrade it too. The first upgrade makes the Web Grabber also pull in throwable objects, which collide with enemies and do extra damage. The following upgrades make the Web Grabber more useful, and the final upgrade turns it into an electrified throwable object.
This means that after you use the gadget to pull enemies together, you can then grab and throw the gadget at the group to electrify them. This gadget can be fully upgraded at level 26, meaning you can have this maxed out early in the game.
After the Web Grabber, we recommend upgrading the Concussion Burst and the Web-Shooters. The Web-Shooters are always useful, so upgrading them to have more shots that give you more focus is a no-brainer.
The Concussion Burst takes a little longer to fully upgrade, but when it is upgraded it can be used as a trap to lure enemies before blasting them over a ledge. It can also be used to disarm enemies, which becomes increasingly necessary as the game progresses.
