In Pokemon Scarlet and Violet, you can get a Shell Bell at two locations: Levincia and South Province Area Three

Getting the Shell Bell in Levincia is the quickest method if you're flushed with Poke Dollars. Levincia's Shell Bell can simply be bought at the town's Delibird Presents store for 20,000 Poke Dollars. That means if you are looking to get more than one as soon as possible, this is the way to do it. 

If you are looking to save some money and are not too rushed for time, the South Province Area Shell Bell remains a straightforward get. All you need to do is defeat six trainers of the area in battle. Once you do so, speak to the Pokemon League Representative, and he will give you a Shell Bell as a reward.
