To begin the Madam level Grand Line Quiz at Marineford, ensure you have completed the previous two quizzes, including the Alabasta and Water 7.

Once that is done, you will find Zoner in the South Town area, near a fountain located at the small square. You can refer to the below map screenshot for her exact location.

To complete the South Town Madam Level 3 quiz, you must use the clues given by Zoner to locate and talk to her. Just make your way toward the Ox Bell Plaza, located in the southern part of Marineford.
Near the bell, you will find Zoner in trouble, save her, and then talk to her to complete the final level.
