The Dying Light 2 Jack and Joe quest, Water Tower comes with two major choices, with one of them pertaining to the city alignment system. Dying Light 2 has many choices both big and small, but the choices which affect city alignment can have big consequences. The first of these alignment choices comes during this quest, and once you have scaled the large water tower, you can choose to either help or leave Jack and Joe to die. Straight after finishing the Dying Light 2 Sophie or Aitor quest, The Raid, you will begin the Water Tower quest and be directed toward the tower in Horseshoe. After arriving you will immediately see that Jack and Joe have attempted to barricade the entry points and have set up explosives and armed C4 all the way up the tower. 

As you parkour up the tower, there are three charges of C4 to disarm that are mostly easy to spot, except from the second which is hidden behind a door about half-way up. As you near the top you can hear that Jack and Joe are still in the tower, located in the final room. You'll approach a piece of wood that's been used to block a broken window and sneak your way into the room with them, where they are arguing about destroying the tower and killing themselves with it.

After a small conversation, you will be presented with the first choice in this quest, as Jack and Joe ask you to help them escape from the city and hide.

If you decide to help Jack and Joe in the Water Tower quest, then you will agree to get them out of Old Villedor, by meeting them at the old tunnel down by the Tango Motel. This will stop the conflict over the water tower, and allow you to assign water to either the Peacekeepers or Survivors. By agreeing to help Jack and Joe you also unlock the side quest of Dying Light 2 Moonshine, which features the dynamic due once more.

If you refuse to help them, they will both attack you. Jack is the slightly tougher brother and will make lots of power attacks that need to be dodged, while Joe's can be blocked easily enough. There are also lots of bottles around the room which can be used to stagger them both, so the fight shouldn't be too much of a challenge.

Once you have defeated them, the marker will direct you to turn on the water flow back on by using the yellow valve, and you've locked off the Moonshine quest.

Once you have interacted with the valve, it will bring up a small tutorial on the city alignment system, and give you the choice of assigning control of the water tower to the Peacekeeper or Survivors. 

Choosing the Peacekeepers will give them control over Horseshoe and their buildings will be constructed in many of the surrounding safe zones, along with the water tower itself. It also lets you access the first of the Peacekeeper alignment structures - a Car Trap which lets you attract and blow up zombies. 

Picking the Survivors will instead give them control of the zone, and their structures will be built around the area. The survivors also build ziplines across their zones as part of their alignment structure, which you can access straight after selecting them.
