The first part of this quest directs you toward the Peacekeeper HQ where you need to talk to Jack Matt. He will make you a deal, and aid you in finding the GRE scientists still located in the city in return for launching Peacekeeper radio propaganda through the VNC tower antenna.

Next you need to go speak to Meyer about the lamps and supplies which are needed for climbing the tower safely, but he informs you that the supply chain is being slowed down. The next objective is to find Juan Rainer who is the head of supplies, and can be found in Frank's canteen. Talking to Juan illuminates to you that he doesn't care about the Peacekeeper's plans, and asking him to speed up the lamp delivery doesn't work.

Lawan advises you to bribe him over the radio, and directs to an old art collector's flat to seek out priceless art pieces. You scour the flat and eventually make your way to the roof to find the art has all be destroyed, but next to the body of the art collector is a very expensive whiskey.

Once you have collected the whiskey, you need to go back to meet Juan in the Peacekeeper HQ. He warns you that Jack Matt is up to something and that his plans could threaten the entire city, and promises to help you find the GRE scientists and your sister, if you help him in turn by spying on the Peacekeepers and finding out their plans.
