The Amulet Coin can only be found at the Medali (East) Pokemon Center. Luckily, the steps to get this item are very easy to follow. Like many other items in Scarlet and Violet, the Amulet Coin is given to you as a prize for beating a certain number of Pokemon trainers in the area. Speak to the Pokemon League representative, and he will tell you that you need to beat five trainers. 

Travel through West Province (Area Three), following the various road paths and battle trainers you encounter along the way. Once you have beaten enough trainers, return to the Pokemon League representative, and he will happily give you your reward, the much-desired Amulet Coin.
