The Victoria 3 Voice of the People immersion pack is now here, giving players a chance to experience the game with its first official expansion pack.
Victoria 3 is a grand strategy that focuses on building your country during the early 19th and early 20th centuries, allowing you to influence the economical, political, and social direction of your nation over the hundred-year period.
With the new Victoria 3 Voice of the People immersion pack, there's a bigger focus on the social movements and ideologies of your population, relating specifically to the new Agitator system, so read on for a breakdown.

Victoria 3 Voice of the People immersion pack release date
The Victoria 3 Voice of the People immersion pack will be released on May 22 at 5 pm BST (9 am PST/12 pm EST/6 pm CEST).

Victoria 3 Voice of the People immersion pack explained
Victoria 3 Voice of the People is focused on the historical struggles of reformists, reactionaries, and revolutionaries in your country, and the effect their social movements can have on the nation as a whole. We'll elaborate on all the new features below.
New historical Agitators
With the new version of the Agitator system, there are now over 60 real-world characters that can appear in your nation and fight for their beliefs, ranging from American abolitionist John Brown, to German Socialist Rosa Luxembourg.
Famous historical figures can appear in your nation to build their own base of power, trying to promote change that favours their ideology, which can help or hinder your plans.
Special Agitator interactions
With all the new Agitators in the game, there are special choices and decisions you can make regarding them.
You can co-opt Agitators into your state by appointing them as the leader of an Interest Group or a leader of troops. Alternatively, you can exile them to stop them from affecting your plans, or invite Agitators from other nations to help promote an agenda that you favour and want to push through with reforms.
The paper map of the world can now be changed with a new art nouveau paper map, inspired by the late-19th century Belle Époque period of French art and architecture. A similar user interface with the art style has also been designed.
France in particular has new building art that more closely resembles the architectural designs of the period. Revolutionary Interest Groups also have unique animations on the map, which helps to distinguish which ones are threatening the order of your nation.
Lastly, many of the cultures and characters have more historically appropriate attire to reflect their wealth, class, culture, and more.
