A simple fix to the bug is to hard reset MW2/Warzone 2. When you boot the game back up, the glitch should no longer be an issue.
Alternatively, you can let one of your friends host the party. The "Veteran Raid Mode locked" bug doesn't affect everyone, so if you join in on your friend's lobby, there's a good chance that they'll be able to start the match without a hitch.

What is the MW2 and Warzone 2 "Veteran Raid mode locked" bug?
Ever since the playlist update that introduced the Totally The Same BR mode, a significant number of MW2 and Warzone 2 players have reported issues with Hardcore Shipment 24/7 and Resurgence Quads. When attempting to queue for a match, an error pops up that reads, "Complete this Episode at least once to unlock Veteran Raid mode."
The problem is MW2 Raids have nothing to do with Warzone. Raids are exclusive to Modern Warfare 2, so Warzone 2 players that have yet to purchase MW2 don't even have access to Raids. This is clearly an inadvertent bug.
