You won't be able to unlock the grappling hook in Dying Light 2 until you start up The Broadcast quest, which arrives between 20-25 hours into your time with the game if you are mainlining the campaign. You will be ascending the VNC Tower in a quest that asks you to choose between Dying Light 2 Frank, Jack Matt, or Juan, which proves to have a massive influence on the narrative later on in the game.

As you climb up the infected-ridden building, you will eventually come across a grappling hook in the elevator shaft - shortly after the Peacekeepers are killed by the exploding zombies. The grappling hook was a tool used by the Nightrunners, before they were wiped out ascending the very building you are in now. However, any risk is worth it, as the grappling hook allows you to scale tall buildings far easier, and is essential for climbing antennas later in the game.
