In My Time At Sandrock Mi-an is a fellow builder, recruited in the wake of the retirement of previous Sandrock builder, Mason and tasked to help fix up the town. My Time At Sandrock Mi-an: How To Get Friendship Points

Like with the other townsfolk of Sandrock, talking to Mi-an once a day will grant you a friendship point, and gift-giving is the fastest way to build up a quick relationship.
Her birthday is day 20 of Autumn, so be sure to give her a gift for the chance of triple the usual friendship points. Her birthday will only appear on your calendar after achieving ‘Buddies’ status, but she can still be given a gift on the day regardless.
Mi-an will spend most of her day at her house, located directly north of the Research Centre in town. She may also appear at the Commerce Guild and take part in main missions. Here, during your first in-game week you’ll be given the mission to take a day off with Elsie and Mi-an. Completing this quest will also increase friendship with both NPCs.

Becoming friends will Mi-an will reward the player with an additional 20 points to stamina. Particularly useful early in the game when resource harvesting will take considerable time and stamina out of your day.
