Finding in Aether Caches
You can find different levels of Aether tools in Aether caches and other item chests found in various Aether Nests and Infected Strongholds. After clearing these out, you will be able to open these chests, and chances are you'll be able to get an Aether Tool and upgrade your weapon rarity.
