Where can you get Fluxweed Stem?
Fluxweed Stem can be bought from vendors across the Hogwarts Hamlets, the most accessible of which is the Magic Neep in Hogsmeade. There, you can buy Fluxweed Stems and Fluxweed Stem Seeds if you wish to grow your own.

How to grow Fluxweed Stem in Hogwarts Legacy
Fluxweed Stem requires a large Herbology Potting Table to grow in, this means you'll need to buy the recipe for a large table from Tomes and Scrolls in Hogsmeade.
You will also need access to the Room of Requirement for a place to put your table. You will get the quest for The Room of Requirement after completing the main quest 'Jackdaw's Rest'.

Once you have access to the room, the recipe for the Large Herbology Potting Table, and Fluxweed Seeds, you should be all set to grow the plant.
Seeds will not be expended on use; you may grow as many Fluxweed plants as you like from the initial seed packet.

As mentioned, the main potions Fluxweed Stem is needed for are the Focus Potion and Felix Felicis.
The Focus Potion reduces the cooldown of spells when drunk and Felix Felicis increases luck by revealing large loot chests in the mini-map for one in-game day.
