The Sea Beast tool can be used to summon a Sea Beast to your location. You only need to reach the 10 million point goal once, you can change faction afterwards or even dip below 10 million points and you will not lose the Sea Beast tool.

Blox Fruits Sea Beast: How the Sea Beast tool works
As mentioned, the Sea Beast tool can be used to summon a Sea Beast to your location. The Sea Beast will be friendly to you and your allies, and it can attack your enemies for you. It isn't invincible, and it can be killed in battle.
Thankfully, you can summon up to three Sea Beasts at once if you so choose. They can be summoned in battles and in raids, but there are limits. Sea Beasts cannot be summoned in the First Sea, only in the Second Sea and the Third Sea.
Also, there is an eighteen-second cooldown on summoning Sea Beasts, so don't expect to send them out one after another. That said, you can gain some serious power for yourself by summoning Sea Beasts to aid you in battle.
