Pale Ivy Blossom is a rare plant material that can be found growing around trees, and clinging to cliffs or walls of overgrown and abandoned places. This means you'll need to look slightly above you sometimes when trying to seek it out. It's primarily located in the dense jungle areas of the game, such as the Jungle and Jungle Camp POIs.

The Cycle Frontier Pale Ivy Blossom Uses

Pale Blossom Ivy also has a plethora of uses, making it one of the better resources to track down. You need to collect three of them during part six of Field Research quest, and in crafting it can be used to make items such as the Large Backpack, Combat Medkit, Combat Stim, Tactical Shield, and more. 

You can also gain two Faction Points every time you trade in the material to any faction, allowing you to level up your rank. If you want to make some money with it, each one can be sold for 427 Krypto Marks, maxing at 4270 for every stack of ten.
