You can unlock the Lyngbakr Island in God of War Ragnarok by playing the Drum located past the locked door in The Watchtower, another Hidden Region situated on the Central Island of the Bay of Bounty, the same Island where Sindri's Shop is located. On the western part of the Island, you will find an explosive pot that you can break to get rid of debris covering the climbable structure leading to The Watchtower.

Assuming you have reached The Watchtower, you will find the key to unlock it in a chest located on a small Isle located north of The Watchtower. Here is a map screenshot that shares the exact location of the said chest and Key to The Watchtower.

Doing so will sound the Drum, and the Lyngbakr Island will appear on the back of a Giant Whale creature called Lyngbakr.
